The upcoming Digital Product Passport legislation represents one of the most significant shifts in fashion industry compliance history. We explore what this means for your supply chain transparency and how to prepare your data infrastructure for the incoming requirements.

Most fashion brands believe they are closer to Digital Product Passport readiness than they actually are. The reason is deceptively simple: they have spent years collecting only the data they needed at the time, and the data they needed was almost always limited to what goes on a care label, a price ticket, an ecommerce page, and a delivery schedule. That habit, deeply engrained across design, sourcing, and production teams, is now colliding with a regulatory framework that demands something fundamentally different.

The European Union’s Digital Product Passport (DPP), a central pillar of the Ecodesign for Sustainable Products Regulation (ESPR), is not a labelling update. It is the first systemic attempt to create a verifiable digital twin for every physical product sold on the European market. For the fashion industry, this means every garment will need to carry a machine-readable identity that links back to granular data on its materials, manufacturing journey, environmental footprint, and end-of-life recyclability.

The compliance window is tightening. The ESPR entered into force in July 2024. The EU Central Registry launches in July 2026. Mandatory compliance for textiles is expected between 2027 and 2028. And the preparatory work (standardised methodologies, delegated acts, technical specifications) is already well underway.

This is not a distant obligation. It is an operational reality that requires action now.

The Data Problem Nobody Wants to Admit

The conventional assumption is that brands already hold most of the data the DPP requires, scattered across their existing systems. In practice, the gap between what brands think they have and what the regulation demands is significant.

Data typically lives in one of two places: row-format spreadsheets, or restricted fields within legacy systems. Neither format is suited to the highly dynamic, interactive requirements of a well-constructed Digital Product Passport. Conversion is always required, and that conversion work is entirely avoidable if the way data is gathered and stored is reviewed from the outset.

The deeper issue is cultural rather than technical. For years, the fashion industry’s data priorities have been straightforward: price, delivery date, and the minimum information needed for regulatory labelling. Fibre composition on a care label. Country of origin. Washing instructions. That was considered sufficient. Environmental impact data, chemical substance declarations, facility-level traceability, and detailed Bills of Materials were either not collected at all or gathered inconsistently through static PDF audits and one-off supplier questionnaires.

The DPP does not accept that level of ambiguity. It requires precise fibre percentages (including recycled versus virgin content), geographic and facility-level sourcing details, documentation of the processing journey through spinning, weaving, dyeing, and finishing, and disclosure of substances of concern at concentrations above 0.1% by weight. Phase 2 of the rollout (expected by 2030) will add standardised environmental performance indicators: carbon footprint, water consumption, land use impact, and microplastic shedding behaviour.

Without this granularity, design teams cannot make genuinely sustainable choices. They are working with industry averages and assumptions rather than the primary data that reflects their actual supply chain performance.

Why SKU Plus Batch Is the Minimum

One of the most consequential decisions a brand will make in its DPP preparation is the level of data granularity it targets: product, model (SKU), batch, or individual item.

Model-level tracking (one passport per product variant or SKU) is the simplest approach, but it assumes every unit of a given style is identical in its material and environmental profile. That assumption breaks down quickly. A batch of organic cotton jersey produced in March may carry a different carbon footprint from one produced in September, because the factory’s energy mix changed, or the transport routing shifted, or a different facility or dye lot was used.

The practical minimum that brands should aim for is SKU plus batch. In fashion terms, the SKU represents the lowest level of a product (typically style, colour, and size). The batch represents the specific production run. Even if a product is only manufactured once, it remains important to be able to trace back to that batch. Should the product be reordered and one of the batches develop a difference or a defect, the ability to isolate and address it depends entirely on having that batch-level distinction in place.

For brands operating in luxury, authentication-sensitive categories, or product-as-a-service models, item-level tracking (a unique serial number for each individual garment) offers additional advantages: provenance verification, individualised repair records, and secure resale histories. Research from the CIRPASS-2 consortium confirms that the marginal cost of moving from batch to item-level identification is relatively low once the underlying digital infrastructure exists, and the long-term value generated through circular business models far exceeds the implementation cost.

The critical point is that the infrastructure needs to be flexible enough to support whichever level of granularity the business requires today, and to scale as requirements evolve.

The QR Code as Compliance Gateway

The physical mechanism that connects a garment to its digital passport is the data carrier, and for the vast majority of fashion products, that means a QR code.

The industry is currently transitioning from traditional one-dimensional barcodes to two-dimensional codes built on the GS1 Digital Link standard. This shift is significant. A GS1-compliant QR code serves a dual purpose: it facilitates retail checkout at the point of sale, and it provides a web-based gateway through which consumers, regulators, and recyclers can access the full lifecycle data held in the product’s digital passport.

The underlying identification framework relies on internationally standardised structures. Global Trade Item Numbers (GTINs) provide a unique identity for the product model or SKU. Global Location Numbers (GLNs) identify the specific facilities where production stages occurred. Together, these identifiers create a universal language for supply chain tracking that is recognised by customs authorities, market surveillance bodies, and automated sorting systems in recycling facilities.

Alternative data carriers (RFID for logistics-intensive operations, NFC for luxury authentication) serve specific use cases, but the QR code remains the most cost-effective, universally accessible option for the breadth of the fashion market.

The choice of carrier is a strategic decision, not merely a technical one. If a garment is designed to last through multiple owners over a decade or more, the link to its digital identity must survive that lifespan. This often means embedding identifiers directly into care labels or the garment’s construction rather than relying on external swing tags.

Where PLM Fits (and Where It Does Not)

Product Lifecycle Management systems are the natural backbone for DPP compliance. A well-configured PLM holds the detailed Bill of Materials, manages supplier data, tracks design revisions, and can automatically roll up component attributes to provide the total material composition of a finished garment. Increasingly, modern PLM platforms include sustainability modules that support compliance screening during the design phase rather than after sampling, a shift from reactive checking to what the regulation effectively demands: compliance by design.

However, PLM systems are primarily focused on product definition. They manage what a product is, and even though some have the capability they do not always hold the full operational picture of how, where, and when it was produced. That transactional data (purchase orders, batch numbers, factory identifiers, production dates) typically lives in ERP systems. Multi-tier supply chain visibility, particularly into Tier 2, 3, and 4 suppliers, often requires dedicated traceability tools.

The DPP therefore requires an orchestration layer that aggregates, validates, and structures data from across these systems into the regulation-ready format. This layer handles identifier generation, links to the EU Central Registry, and ensures the data is machine-readable and interoperable.

For brands that do not yet have a PLM system in place, the arithmetic is worth examining carefully. If a company is selling products and paying salaries, it is already spending the equivalent of a modest PLM system on manual processes, even on a single person managing spreadsheets. The Digital Product Passport has an alternate function as a permanent certificate of recognition, reducing verification costs for resale platforms and increasing consumer confidence in pre-owned goods. Detailed Bills of Materials and component compatibility data enable brands to monetise repair services and spare part sales. If the precise zipper used on a 2024 jacket is recorded in the BOM that fed the data for the product’s digital passport, the brand can offer the exact replacement part to a repairer in 2030, extending the product’s life while capturing a new revenue stream.

Beyond circularity, high-fidelity data streamlines auditing, enables data-driven procurement, and prepares brands for the global expansion of transparency mandates that is already underway beyond Europe.

The divide is widening between brands that have integrated sustainability data into their core digital infrastructure and those still managing compliance through what can only be described as spreadsheet chaos. The companies that treat the DPP as a strategic opportunity will secure their access to the world’s largest single market. Those that delay will find the window for comfortable infrastructure adjustment has closed.

What to Do Now

The practical steps are clear, even if the execution requires discipline.

First, conduct a thorough audit of where product data currently lives (PLM, ERP, spreadsheets, supplier emails) and identify the gaps against the DPP’s mandatory data attributes. The gaps will almost certainly be larger than expected.

Second, communicate clear data expectations to supply chain partners. The shift from one-off self-attestations to continuous, lifecycle-linked data reporting is not optional, and suppliers need lead time to build their own capacity.

Third, assign internal ownership for the product digital twin. This is a cross-functional responsibility spanning design, sourcing, compliance, and technology teams. It cannot sit in a single department.

Fourth, evaluate the technology stack. Determine whether existing systems can be enhanced with targeted integrations, or whether a modern PLM implementation is the more efficient path. In most cases, the answer becomes obvious once the true cost of manual processes is calculated honestly.

The Digital Product Passport is the most significant shift in fashion compliance in a generation. It transforms primary data from an administrative by-product into a strategic asset. The brands that recognise this earliest will not only meet the regulation but will have built the operational infrastructure for the next decade of fashion commerce.
